According to Haikou Customs, since July 1st, 2020, the annual offshore duty-free shopping quota for travelers leaving Hainan Island has been raised to 100,000 yuan per person, and the duty-free limit on single items has been abolished. The range of duty-free goods has also been expanded to include seven additional categories, such as electronic consumer products. As of September 11th, 2025, Haikou Customs has supervised offshore duty-free shopping sales exceeding 200 billion yuan, with 30 million consumers and 247 million duty-free items purchased thanks to the implementation of the new policy.
